Justice Department Inspector General Michael Horowitz has filed a draft version of his long-awaited report regarding alleged abuses of the Foreign Intelligence Surveillance Act (FISA) court in order to secure warrants to spy on 2016 Trump campaign adviser Carter Page.
“We have now begun the process of finalizing our report by providing a draft of our factual findings to the department and the FBI for classification determination and marking,” Horowitz wrote in a Sept. 13 letter addressed to several House and Senate Committee leaders.
“This step is consistent with our process for reports such as this one that involve classified material,” the letter continued.
Horowitz, whose office has been investigating reported Obama-era abuses and alleged fraud committed against the FISA court by fired FBI Director James Comey, former Attorney General Loretta Lynch, former Deputy Attorney General Rod Rosenstein and others for more than a year, noted that the report now has to be vetted by the FBI and the U.S. intelligence community. Sensitive information will have to be redacted before a final version can be released to the public.
When that happens, the IG’s office will “proceed with our usual process for preparing final draft public and classified reports, and ensuring that appropriate reviews occur for accuracy and comment purposes,” the letter stated. The FBI under Comey and McCabe first obtained a surveillance warrant during the waning weeks of President Obama’s administration, then renewed applications for surveillance at least three times after Trump defeated Democratic nominee Hillary Clinton.
Earlier reports noted that Comey and others including former Justice Department Deputy Attorney General Rod Rosenstein used the unverified “Russia dossier” paid for by the Clinton campaign and the DNC as justification for the FISA warrants.
For his part, Comey escaped justice in August after the IG’s office filed a report noting that he violated a host of FBI rules in releasing sensitive — even classified — information about conversations he said he had with President Trump in 2017 to the media.
NewsTarget reported in late August that despite Horowitz’s findings, the Trump Justice Department declined to prosecute him.
“Former Director Comey failed to live up to this responsibility. By not safeguarding sensitive information obtained during the course of his FBI employment, and by using it to create public pressure for official action, Comey set a dangerous example for the over 35,000 current FBI employees— and the many thousands more former FBI employees — who similarly have access to or knowledge of non-public information,” the report said.
The report also noted that if all FBI agents behaved the way Comey did, the bureau “would be unable to dispatch its law enforcement duties properly, as Comey himself noted in his March 20, 2017 congressional testimony.”
While some believe that Attorney General William Barr was waiting for this FISA report before considering charging Comey and others, some believe that a two-tiered system of justice is currently in place and are not hopeful that anyone will be held accountable for “Spygate” — the Deep State operation launched during the Obama administration to undermine and even depose his duly elected successor.

“It seems like these corrupt, treasonous traitors get away with everything, while anyone affiliated with Trump gets the book thrown at them for extremely minor offenses such as forgetting some small detail that qualified them for ‘lying to the government.’”
Several individuals were indicted by former special counsel Robert Mueller for lying to federal investigators and found guilty, among them Trump’s first national security adviser Michael Flynn and a minor campaign adviser, George Papadopoulos.
